Regulations on Compensation for Books and Materials in Library

■ January 11, 2000 According to the second school affair conference in the first semester of 1999 academic year, users will bear compensation responsibility for any lost or damage to the books or materials of the Library. Users have to purchase the same book or material as compensation; however, if the same book or material can not be purchased, compensation with cash is acceptable. In addition to compensation on the basis of the following regulations, an additional NTD100 handling fee will be charged. For the compensation paid with cash, the regulations are as follows:
I. Books
(1) If the price of a book can be acquired, the original price will be the compensation base (for books from mainland China, the base is triple the purchased price of a book). The base will be multiplied on the basis of the years it has been published. The multiplication standard is as follows:
◎ Triple for an item published within five years.
◎ Four times for an item published six to ten years ago.
◎ Five times for an item published eleven to twenty years ago.
◎ Six times for an item published twenty-one to thirty years ago.
◎ Eight times for an item published over thirty years ago.
■ The above-mentioned compensation should not be lower than NTD500 for a hard cover book and NTD 300 for a paperback book published in Taiwan respectively.
■ The compensation should not be lower than NTD1000 and NTD800 for a hard cover book and a paperback book published abroad (including mainland China) respectively.
(2) For an item which is one volume of a whole set and can not be purchased alone, the compensation base will be the price of the whole set of books.
(3) If the price of an item can not be acquired, the compensation will be calculated with the photocopying fees for A4 paper (from the cover to the rear cover of an item, single-sided printing):
◎ Items published in Taiwan: triple the photocopying fees. Items under 100 pages will be charged NTD400.
◎ Items published abroad (including mainland China): eight times the photocopying fees. Items under 100 pages will be charged NTD1000.
(4) If an appendix of an item is non-book material, it should be compensated for its original price. However, if the appendix can not be purchased alone, the compensation for the whole set (book and appendix) will be charged in accordance with the above-mentioned regulations.
II. Non-Book Materials (electronic data like VHS, cassette tape, transparency, LD, DVD, VCD and so on) will be compensated with triple the original price. If the price of an item can not be acquired, the compensation regulations are as follows:
(1) LD and VCD: NTD800 for each item. DVD: NTD4500 for each item.
(2) VHS and CD: NTD2000 for each item.
(3) Cassette Tape: NTD500 for each item.
(4) Transparency: NTD100 for each item.
(5) Duplicate Painting: Based on the compensation regulations on books.
■ The compensation procedure should be completed within two weeks after a loss claim if the compensation is paid with cash. However, the compensation procedure should be completed within two weeks and four months for publications in Taiwan and for publications in a foreign country respectively after a loss claim if the compensation is done with the purchase of original books or materials. A payment past the deadline will be considered overdue and will be charged with an overdue fine.
■ A foreign original book can not be replaced by a Taiwanese revised form. The requirement also applies to audio-visual materials, which can not be replaced for a public version with a family one.
