歐美電影學術界自1990年代起興一股研究華語電影的熱潮：1995年 Cinema Journal期刊已刊出一篇＂Chinese Film: Sources and Resources＂的文章；美籍華裔學者張英進與其生蕭志偉合編的Encyclopedia of Chinese Films在1998年問世，說明了華語電影研究在歐美已有近20年的歷史。但儘管如此，關於中、港臺電影的專書論著在質與量上卻要到21世紀才開始有比較顯著的提升，而英國Intellect出版社於2007年創刊的Journal of Chinese Cinemas（華語電影期刊）證明了華語電影研究已堂堂成為一門受英語電影學術界重視的學門。但檢視Journal of Chinese Cinemas或其他國際電影學術期刊（例如Asian Cinema）專書論著的作者群，可以發現來自臺灣學或專家數偏少，說明能以英文撰寫華語電影研究的學者在臺灣是匱乏的，而國內目前尚無任何研究所或大學部的學位或學程專攻電影研究，也顯示國內教育或學術界對電影研究的不夠重視。

國立臺北藝術大學自2003年奉教育部核准成立電影創作研究所、2009年成立電影創作學系以來，在創作人才的培育上極為用心，目前也已展現初步教成果，惟有電影研究這一領域的人才培育尚待加強。成立電影研究碩博士班或學程，針對華語電影產業、歷史與美學等領域培育國內的研究人才，是臺北藝術大電影與新媒體學院未來短期的規劃目標。本學院電影創作系指導目前有焦雄屏教授、李道明副教授、陳樹貞助理3位，各在華語電影產業與美學、臺灣電影史與紀錄片美學、香港產研究等領域有專精，也各相當的著作發表。

本申請案購置大量中、港臺星馬及海外華人創作之劇情與紀錄電影DVD，以及近20年來以中英文著作之學術出版品（書籍或電子），俾便為強化臺北藝術大學在華語電影研究的能量打下基礎，也為培育臺灣一代專研華語電影的人才預做準備。

An upsurge in cinema study on Chinese cinemas(Chinese-language films) by film scholars in Europe and the U.S. surfaced in the 1990s. "Chinese Films: Sources and Resources" was published on Cinema Journal in 1995. Encyclopedia of Chinese Films,edited by Chinese American scholar Yingjin Zhang and Zhiwei Xiao, appeared three years later. Both testify that cinema study on Chinese Cinemas by Intellect Ltd. in 2007 signifies the coming-of-age of the study of Chinese-language films in the English-speaking world.

Upon inspecting the country origin of authors of essays in either Journal of Chinese Cinemas or other serious cinema jourmals, such as Asian Cinema, however, one finds very few are Taiwan. It shows that there is a lack of Taiwan scholars with expertise in the field of Chinese cinemas, and in cinema study in gemeral. Currently, there is no graduate or undergraduate program in any university in Taiwan that offers a cinema study degree, which epitomizes the underdevelopment in the field of cinema study in Taiwan's education and research institutions.

With the support of the Ministry of Education, the Graduate Institute of Filmmaking in Taipei National University of the Arts was established in 2003. Subsequently, the underqraduate program of the Departmaent of Filmmaking was founded in 2009. Even though we are proud of our students' academic achievements in the field of filmmaking so far, we know we need to expeand the department's focus to the study of Chinese cinema. As a matter of fact, one of the short-term goals of the School of Filma and New Media of Taipei National University of the Aets is to establish a graduate program of cinema study with emphasis on Chinese film industries, history and aestheties. Prof. Peggy Chiao, Associate Prof. Daw-Ming Lee, and Assistant Prof. Cindy Chan, all of them faculty members of the Department of Filmmaking, are experts in either Chinese film industries and aestheties, Taiwan film history and documentary aestheties, or Hong Kong film industry, and all have written extensively on their specific fields in English and Chinese languanges.

The goal of "The Project for Enriching Book and DVD Collections of Chinese-language Cinema in the Library of Taipei National University of the Arts" is to purchase en masse books, in Chinese and English, published in the past 20 years on, and the DVDs of, fiction, documentary, and animated films from Taiwan, Hong Kong, China, as well as those made by Chinese directors from Singapore, Malaysia, and other parts of the world. With the DVD collection of, and academic works on, the Chinese-language films, we hope to build a firm base for the study of Chinese cinemas by the current and future film scholars in Taiwan.
